Electronic reporting will be mandatory for all cross-border shipments starting in 2026: What companies need to know about Regulation (EU) 2024/1157.

On May 21, 2026, the new Regulation (EU) 2024/1157 on shipments of waste and the Implementing Regulation (EU) 2025/1290 will come into full effect, bringing significant changes for companies that work with cross-border waste. The aim is to modernize processes, make them more transparent, and significantly improve environmental standards for waste exports.

The innovations at a glance

  • Notifications and transport operations must be created and transmitted electronically in future. Paper forms will no longer be valid.
  • All relevant information: type and quantity of waste, origin, destination, transport route, and parties involved must be provided digitally before transport begins.
  • Transports on the so-called “green list”, which were not previously subject to notification requirements, are also affected.
  • Introduction of a central EU system for the electronic transmission and exchange of information and documents.
  • Interoperability between the European DIWASS system and other digital solutions with the aim of enabling smooth communication between authorities and companies.
